Is Sports Betting Legal in Missouri?
Yes. As of November 2026, sports betting is authorized in Missouri for adults 21 and older, both online and at retail sportsbooks. Missouri voters approved Amendment 2 on November 5, 2024 by a very narrow margin, and the Missouri Gaming Commission (MGC) opened the regulated market on December 1, 2025.
This guide covers what Amendment 2 did, who regulates betting, and how sports betting fits with the rest of Missouri gambling law. For online casinos, poker and sweepstakes casinos, see our Missouri online gambling guide.

What Did Amendment 2 Do?
Amendment 2 changed the Missouri Constitution rather than passing as an ordinary bill. That matters: the legislature cannot repeal or rewrite it alone, and changing its core terms would take another statewide vote.
The amendment provides for:
- Online and retail sports betting for adults 21 and older who are physically in Missouri
- Licensing and regulation by the Missouri Gaming Commission
- A 10% tax on adjusted gross sports wagering revenue
- Licences tied to Missouri's casino operators and professional sports teams, plus two mobile-only licences
Who Regulates Sports Betting in Missouri?
The Missouri Gaming Commission licenses sportsbooks, enforces responsible gambling rules and publishes monthly revenue reports. Its list of licensed sportsbooks is at mgc.dps.mo.gov. Offshore betting sites that take Missouri customers are not licensed by the MGC, and Missouri players have no regulator to turn to if something goes wrong on one.
What Can You Bet On in Missouri?
Licensed Missouri sportsbooks offer markets on:
- NFL, including the Kansas City Chiefs
- MLB, including the St. Louis Cardinals and Kansas City Royals
- NHL, including the St. Louis Blues
- NBA and college sports, including Mizzou
- Golf, tennis, soccer and MMA
Each sportsbook sets its own markets, and the MGC approves what can be offered.
Missouri's First Month of Legal Betting
The MGC's first Sports Wagering Revenue Detail Report, published January 30, 2026, covered December 2025:
- Total handle: $543,039,131
- Mobile handle: $538,881,520, more than 99% of the total
- Retail handle: $4,157,612
- State tax collected: $521,220, kept low by promotional deductions in the launch month
Low first-month tax receipts are common in new markets, because operators spend heavily on sign-up promotions that are deducted before tax.
Is Online Gambling Legal in Missouri?
As of November 2026, sports betting is the only form of real-money online gambling Missouri has authorized. Amendment 2 did not cover online casino games, and Missouri has not passed a law authorizing real-money online slots, table games or poker.
Sweepstakes casinos, which use a free-entry promotional model, accept Missouri players. No Missouri statute addresses them directly, and no Missouri court had ruled on the model as of November 2026. Our Missouri online gambling guide covers each type in detail.
What Happened in Missouri's 2026 Legislative Session?
- HB 2989 (video lottery terminals): passed the House 83-66 in February 2026. The Senate Select Committee on Gaming voted it down unanimously in May, so it did not become law.
- HB 3533 (Missouri Gaming Commission provisions): did not pass the House before the session ended in May 2026.
- No bill to authorize online casinos advanced in the 2026 session.
